  • Quotation are invited for Compost Consultant: Training and Supervision of Implementation of Small Scale Composting Units in Baysariyeh. The Rene Mouawad Foundation requests your price quotation for the following Baysarieh - Compost Consultant specified in this Request for Quotation (RFQ). Project title: Supporting the Community of Baysariyeh by Providing Pruning, Harvesting and Shredding tools. Project brief: The vital economic engine of the village has always been agriculture. Historically, nearly two-thirds of the village area were used to grow citrus, bananas and vegetables, in addition to other crops such as wheat and olives. Today, the economy of Baysariyeh still heavily depends on agriculture, and most fields in Baysariyeh are planted with banana, avocado, olives, citrus and vegetables in green houses. Currently, Baysariyeh is suffering from the lack of good management of agricultural waste. Removed banana stems and leaves, green houses agricultural waste are either disposed illegally on roads and riversides causing the blockage of the river during raining days when rain moves dumped agriculture waste to the river and leads to flooding, or left in the field to dry before they are eventually burnt, which leads to risks of fires in agricultural fields and in the village itself. This is a source of air pollution, a cause of wildfires, flooding - to note that safety issues were faced in Baysariyeh when last time the river flooded - and a missed opportunity to use the waste as an organic fertilizer. Besides, farmers suffer from the high cost of fertilizers in the context of hyperinflation Lebanon is going through. To support addressing the current challenges in Baysariyeh, RMF proposes the following intervention: procurement of shredding machinery and composting tools to facilitate the access to the services in the village and help the municipally to address the agriculture wastes. The proposed activity will help improve the livelihood of farmers and socio-economic condition of residents of Baysariyeh village. Shredding on site will help reduce the volume of waste to be transported, and therefore reduce transportation cost by 10%. Besides, part of shredded waste can be used locally without being transported, as it helps improve soil quality. To note that shredded waste will not be mixed with the soil; it will be a layer above the soil. With reference to β€œthe Residue Management: Using Plant Residues (Slash) for Moisture, Weed Control, and Soil Protection - USDA NRCS Practice (329)” publication by the United Stated Department of Agriculture(USDA), the proposed application to shred the plant residues in the field and spread them between the plantations is a safe practice that has the below benefits: Save labor on collecting and burning slash. Protect the soil surface and help prevent raindrop erosion. Slow water down and let it to soak into the soil. Fertilize the crops and increase the harvest, since organic matter from plant material helps the soil become more fertile and easier to work. Protect new plantings and smother out weeds. The above mention publication also provides guidance on where to use these plant residues and mentions that the only situation where they should not be used is the case of an infected plant. Since in Baysariyeh farmers already implement the practice of separating infected plants and residues from the rest of the piles, the practice of shredding plant residues in the field and spreading them between the plantations can safely be applied. To note that the different sizes of shredders were proposed to answer the different agriculture practices by Baysariyeh farmers and the type of wastes available. Small shredders will be used in the fields. The high volume shredder will be used to shred the wastes that are thrown on the roads or accumulated the sides of the fields. It is important to mention that the opening of the high volume shedder is bigger than the one small shredders which is needed to process the trunks of the banana trees (main component of the agri-waste in Baysariyeh) that cannot be shredded with the small shredders. The proposed intervention includes as well the provision of small-scale composting units and associated training as per the following: Awareness and training session on soil management for all Baysariyeh farmers (around 450 farmers) to help spread awareness and help famers assess the type of practice to adapt in their field. For the farmers who are interested with composting and willing to have a small scale composting unit in their field, provision of a training on composting and biomass shredding that will introduce them to composting, composting biology, techniques and best practices. The farmers that will be applying this practice in their field will get additional support thought a field training and a follow up session for quality control once they start their implementation process. Provision of a safety training for the team who will be providing the crevice. Baysariyeh municipality will be managing and operating this service facility. One of the municipal employees will be handling the booking of services and will be responsible for the division of teams as needed in the field and according to the size of the activity. Accordingly, the farmers will benefit from the services (equipment + teams of operations). This ensures that equipment will be always used by the same person and the risk of misuse of the tools will be reduced. This activity is considered crucial for Baysariyeh community since more than 60% of residents are involved in agriculture. Farming is the only source of income for around 450 farmers in the village. Project Requirements: The consultant shall provide a proposal including but not limited to: Different trainings needed, number of session, number of participant per session, duration of the session, the topics to be discussed during the session and a detailed plan of the intervention. The consultant should prepare the training materials All documents will be reviewed by RMF. The expert shall do all the needed adjustments and reply to all questions until the satisfaction of RMF. All documents should be submitted as editable files. All documents produced are the property of BALADI program. The consultant shall deliver these trainings to the beneficiaries once materials are approved by RMF. The consultant shall review the equipment list identified and to confirm the need of these equipment and propose alternative when needed. The consultant shall check the specs available and provide the set of final specs of the equipment needed with their estimated cost. The consultant shall evaluate the offer received for the equipment and support RMF in the selection process. Consultant Requirements: Academic Qualifications: A master degree in solid waste management, Environmental Sciences engineer, or Related fields Years of experience: A minimum of 7 years of experience in the relevant field Technical experience: at least 5 years of experience in composting at least 5 years of experience in provision of trainings. Competencies: Fluent in Writing and spoken English and Arabic (French is a plus). Good Knowledge in preparing timely reports on progress of the work. Computer literate. Valid driving license is a must. Willing to travel to site of work. Ability to work under pressure. The consultant should provide his Curriculum Vitae and portfolio with a list of previous projects designed including project name, location and sizing of the PV System. To note that this RFP is available for individuals and companies. The offer should be quoted in USD. Similarly, all payments will be made in USD. Payments will be made based on deliverables/milestones achieved, and inspection by RMF.
