Jan 2024 Intervention Sector(s): Agriculture, Research & Studies BACKGROUND AND INTRODUCTION Lebanon has been suffering from a severe financial and economic crisis with long-lasting effects on its economy and its people. With the drastic devaluation of the currency, prices of imported items have risen sharply, and households are now increasingly struggling to cover food needs. The combined effects of the crises have resulted in unprecedented levels of unemployment and pushed both the Lebanese population and the approximately 1.5 million Syrian refugees further into poverty. The Lebanese agriculture sector remains one of few sectors where both Syrian refugees and vulnerable Lebanese host communities can legally find employment as well as vulnerable Lebanese host communities but has been particularly hard-hit by the ongoing crises. The International Labour Organization (ILO) is therefore implementing a project aimed at β€˜Promoting Decent Jobs for Lebanese host communities and Syrian refugees- funded by Swedish International Development Agency (Sida). The project focuses on the agriculture and agri-food sector as a key sector for the livelihoods of both Lebanese and Syrian vulnerable population groups and in particular women of both communities and aim to develop specific agricultural and agri-food value chains with potential for decent job creation that will benefit both groups. The project makes use of the ILO-s Approach to Inclusive Market Systems (AIMS) to safeguard jobs and livelihoods of vulnerable Lebanese and Syrian communities threatened by the crises and encourage decent job creation for both groups in sectors with potential. To that end, the project uses the market systems development approach to address key sectoral constraints to decent job creation sustainably, in combination with more direct interventions to strengthen capacities of vulnerable Lebanese and Syrian communities and safeguard decent work conditions. Amongst other things, the project is currently looking at the cherry value chain to determine ways to improve livelihoods of Lebanese farmers and their mostly Syrian workers. OVERALL OBJECTIVE AND SCOPE OF WORK The objective of this assignment is to conduct a survey in the Lebanese cherry value chain in order to collect data and information on farming practices and working conditions, livelihoods, challenges,and needs of farmers and workers engaged in production of cherries in Lebanon. The survey aims to collect information through interviews with at least 100 farmers and 100 workers. A draft questionnaire with approximately 50-60 questions for the survey will be provided by the ILO in English and Arabic to that end. The survey should reach at least 100 cherry farmers and 100 workers engaged distributed across different cherry-producing regions of Lebanon including Mount Lebanon, North and Bekaa regions, but this number will be revised with the service provider, to map out the number of farmers working in these areas in the cherry value chain, so the number of interviewees can be validated. The worker to be interviewed on each farm shall be selected largely at random. Ultimately, at least 70% of the workers interviewed shall be female and at least 70% shall be Syrian. The consultancy team is expected to: Identify approximate number of farmers and workers working in the cherry value chain in selected areas Develop a workplan for the survey that includes a strategy to reach the interviewees and a timeline for the completion of the survey Provide inputs to finalize the tentative questionnaire to be used for interviews Launch survey and conduct interviews with at least 100 farmers and 50 workers Record and transfer β€˜raw data- obtained through interviews in an appropriate format Develop a comprehensive baseline report DELIVERABLES Based on the above-mentioned objective, the consultancy team is expected to deliver specific outputs, as follows: A detailed proposal and workplan for the baseline survey to be delivered 1 weeks after signature of the contract at the latest. The proposal should include: The final questionnaire (Arabic and English) which will be used to conduct interviews with farmers and workers Outline of the strategy that will be used to reach out farmers and workers (phone calls, visits, spot checks, etc.) Workplan with detailed timeline for the survey Raw data obtained through the survey, presented in excel or other adequate format, to be transferred to ILO 4 weeks after signature of the contract at the latest. This should contain all data collected through interviews and visits. Comprehensive baseline report containing an analysis of the collected data, to be delivered to the satisfaction of ILO no later than 6 weeks after signature of the contract. PAYMENT SCHEDULE This assignment is tentatively expected to start on 13 February 2024 and shall be completed by 31 March 2024. First payment covering 20% of the full payment, tentatively due by 22 February 2024 upon satisfactory delivery and project approval on the following deliverable: Deliverable 1: A detailed proposal and workplan for the baseline survey. This should include The final questionnaire (Arabic and English) which will be used to conduct interviews with farmers and workers Outline of the strategy that will be used to reach out farmers and workers (phone calls, visits, spot checks, etc.) Workplan with detailed timeline for the survey Second payment covering 40% of the full payment, tentatively due by 15 March 2024 upon satisfactory delivery and project approval of the following deliverable: Deliverable 2: Raw data obtained through the survey, presented in excel or other adequate format, to be transferred to ILO 4 weeks after signature of the contract at the latest. This should contain all data collected through interviews and visits. Third payment covering 40% of the full payment, tentatively due by 31 March 2024 upon satisfactory delivery and project approval of the following deliverable: Deliverable 3: Comprehensive baseline report containing an analysis of the collected data, to be delivered to the satisfaction of ILO All payments are in fresh USD via international bank tranfer. A USD account should be available in the name of the service provider for payment transfers. FOCAL POINT(s) AT ILO The Service Provider will coordinate with Luana Ayala, the Project Technical Officer, and with the backstopping of Federico Barroeta, the Chief Technical Advisor in ILO Beirut Office and with relevant technical departments involved in the ILO Beirut Office and ILO Headquarters. To apply for this assignment the service provider should possess the following qualifications: Demonstrated experience and knowledge in conducting similar assignments in agriculture, rural development or related fields. Experience in data analysis skills, including proficiency in both qualitative and quantitative research methods.
