Aug 2023 Intervention Sector(s): Advocacy & Awareness Remuneration range: 6000 (USD) Duration of Contract: Detailed timeline per deliverable to be agreed upon with the consultant TERMS OF REFERENCE FORconsultant for capacity building for champions on advocacy for social change and digital communication Assignment: We aim to work with a youth consultant to build the capacity of youth in Tripoli on advocacy for social change and digital communication on SRHR Topics. Timeline: September 2023 - June 2024 Location: Lebanon project Overview and background Oxfam in Lebanon, in partnership with Marsa Sexual Health Center, is implementing a project entitled β€œPower to Choose” This multi-country initiative aims at improving Sexual and Reproductive Health and Rights (SRHR) of young women (YW) and adolescent girls (AG) in 7 countries in the Middle East (Lebanon, Jordan, occupied Palestinian territory (oPt)), sub-Saharan Africa (Democratic Republic of the Congo (DRC) and Ghana), and in Latin America (Bolivia and Honduras). The programme is jointly funded by Global Affairs Canada and Oxfam Quebec. This project builds on Oxfam-s expertise in using a rights-based approach as well as on Oxfam-s and its local partners- knowledge and experience through working on shifting power relations and social norms to advocate for changes to harmful social norms collectively. it will contribute to the following intermediary outcomes: Increased equitable use of sexual and reproductive health services by YW & AG. Improved provision of gender-responsive, inclusive, and accountable sexual and reproductive health services by providers for diverse groups of YW & AG. Improved effectiveness of key stakeholders, particularly women and youth organizations or movements, to advocate for evidence-based health care policies, accountable legal framework, and equitable &inclusive services. Within this framework, Power to Choose in Lebanon will be implemented in Tripoli through: Raise awareness online and offline on the different SRHR needs for women and girls. Break stigma and dismantle myths and misconceptions on women-s health narratives by dispersing body-positive and inclusive messages and content. Ensure access to information to the public via the digital platform/Marsa-s and Oxfam-s social media and offline by creating a reference for information on SRHR. Support the provision of more inclusive and youth friendly SRH services. Provide SRH services to marginalized populations in Tripoli. Support women and youth-s organizations to advocate and research for SRHR. Communicate results and achievements with relevant target audiences. Purpose and Scope of the assignment This consultancy aims to design and implement a comprehensive capacity-building program for youth and women champions, enabling them to effectively lobby and advocate for improved access to Sexual and Reproductive Health and Rights (SRHR). The program will focus on social and behavioral changes at the individual and community levels, empowering participants to facilitate access to information on SRHR services and foster a sense of empowerment, control, and hope. Additionally, the consultant will collaborate with the Governance programme to develop a youth-led strategy guiding the design and implementation of joint online and offline SRHR advocacy and campaigning initiatives. Scope of work: Training and knowledge development Develop training materials and resources that effectively address SRHR issues and equip participants with advocacy and lobbying techniques Engage participants in the material development process to ensure their perspectives and needs and considered Conduct a series of knowledge and skills-building training sessions on SRHR advocacy for 15-20 youth and women champions Facilitate interactive sessions that encourage dialogue, critical thinking, and practical application of learned skills Strategy development Collaborate with participants and Oxfam-s Governance programme to develop a youth-led strategy that alights with the program-s overall advocacy goals Identify key online and offline platforms and channels for effective SRHR advocacy and campaigning initiatives Coaching and mentoring Provide ongoing coaching and support to participants during the design phase of online and offline SRHR advocacy initiatives Mentor the youth through the implementation of 5-8 successful SRHR advocacy initiatives Deliverables: Inception report including methodology for training, knowledge development, strategy development and coaching and mentoring Comprehensive training curriculum and materials on SRHR advocacy Youth-led strategy document guiding online and offline SRHR advocacy and campaigning initiatives Regular progress reports on the design and implementation of SRHR advocacy and campaigning initiatives during the coaching and mentoring phase Documentation of lessons learned and best practices from the capacity-building program methodology and timeline This assignment is expected to span a duration of 8 months based on the timeline below: # Activity Timeline 1. Inception Report September 30, 2023 2. Training material development October 31, 2023 3. Implementation of capacity building program January 15, 2024 4. Development of youth-led strategy February 28, 2024 5. Coaching youth of the design of advocacy initiatives March 31, 2024 6. Mentoring youth during the implementation of advocacy initiatives May 31, 2024 7. Submit an evaluation report of the capacity building program June 30,2024 application process and selection criteria The facilitator should suggest a detailed methodology in the concept note proposal on how they will co-create and implement the capacity building programme. Oxfam will take responsibility to nominate candidates, reviewing materials and tools and providing feedback, and sharing branding and risk guidelines. Interested applicants are invited to submit an expression of interest letter which includes: Concept note/technical offer including how the consultant would tackle the design of the learning journey in terms of understanding the assignment, proposed approach and methodology, deliverables, realistic work plan including number of days, time frame and action plan, daily rates, team size and expertise (if applicable) and any other logistic or ethical considerations. CV(-s) of the proposed consultant(s), proving relevant experience and/or diplomas Financial offer in (USD) that includes a detailed budget and cost breakdown, the budget should include VAT. Two examples of previous similar work. Interested service providers are expected to have the following profile and competencies: Proven and substantial experience in SRHR advocacy and campaigning, capacity building methodologies, training and facilitation, and youth empowerment approaches. Experience in designing and developing tools for learning spaces, cultural and artistic exchanges and debates is a plus Excellent Arabic is required, and English is desirable Sound knowledge of the MENA context especially on youth and SRHR Experience in working with international development organizations and/or government agencies (i.e., government ministries, local governments, etc.).
