  • Tenders are invited for Consultant - Jina Dar Methodology Development. Closing Date: Thursday, 27. Apr 2023 Intervention Sector(s): Gender issues Remuneration range: 6000 (USD) Duration of Contract: 2 months Position: Consultant Location of implementation: Lebanon Duration of assignment: 2 months About ABAAD ABAAD- Resource Center for Gender Equality is a UN ECOSOC accredited organization that aims to achieve gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD advocates for the development and implementation of policies and laws that enhance women-s effective participation, through a rights-based approach that would bring about tangible change to gender justice. With the purpose of ending gender-based violence, ABAAD adopts a holistic care approach to provide protection and support services to GBV survivors/right holders during times of peace, war and disasters since 2011. About the assignment β€œJina Dar” is a bus touring the most marginalized and remote areas, with a specialized team that provides services aiming to prevent and mitigate all forms of violence against women and girls. The overall goal is to improve protection prospects for both refugees and host communities by empowering right holders to exercise their rights, gain full agency and fulfil their potential as equal members of society. Jina Dar utilizes a variety of awareness raising activities, including information sessions, video screening, live discussions, interactive and theatrical performances, presentations, and community events. It capitalizes on the resources and existing knowledge in ABAAD, such as health, legal and protection resources to improve access to quality services for the most vulnerable women and girls in Lebanon. Topics tackle gender and social norms, GBV and service availability. Furthermore, Jina Dar relies on volunteer mobilization to promote community engagement and awareness around humanitarian causes. Jina Dar modality is based on the concept of building the resilience of local communities and work towards strengthening their self-agency, so that they take informed decisions that affect their lives. Jina Dar rounds are conducted following local coordination with the aim of building sustainable partnerships with municipalities, community leaders and partner NGOs. During each round, and for the purpose of promoting social cohesion and advocating for inter-communal dialogue, a community event, in the form of an interactive theatrical performance, is organized gathering up to 50 people from all community groups. The assignment needs to examine ABAAD-s current modality of operation and build on the experiences gained to further develop the modality and design the SOPs rendering it the main guiding document for implementation. The SOPs need to take into account the changing context and emerging needs, particularly for women and girls in remote areas. Deliverables Inception report for approval ABAAD-s team which should include detailed description of the methodology including desk review, data collection tools and strategies, and approach. A workplan/ implementation plan for the process. Revision of the current Jina Dar modality and proposing required adaptations of the content and type of interventions; revising and uplifting related IEC materials; proposition of new topics following trends and emerging needs such as (best practices, needs assessment, etc.) Legal information GBV and types Early and child marriage CMR - SRHR - poverty period Mental health Positive parenting Digital safety and security, cyber bullying A Standard Operating Procedures (SOPs) document for implementing Jina Dar activities that entails the following sections: Preparation steps for the activity Identification of target population, outreach modality and geographical coverage Engagement with local stakeholders Engagement of ABAAD-s model centers, safe shelter and HQ staff Volunteer engagement and management Frequency of rounds and timespan Planning community events and intended outcomes Monitoring and evaluation tools of Jina Dar outcomes (i.e., the percentage of referrals, number of women who sought GBV support and services at ABAAD-s women and girls- safe spaces, volunteer engagement, etc.) Presentation of draft SOPs to ABAAD-s team. Facilitate a validation workshop. Presentation of final document. Experienceβ€―β€―β€― Experience working within the local Lebanese context. Experience working on studies and previous consultancies Previous evaluations/work relating to community work, outreach, GBV, youth and gender studies isβ€―advantageousβ€―β€― Fluent in both oral and written English General competencies Strong interpersonal and oral communicationβ€―skills; Strong inter-personal skills and demonstrated team leadership qualities. Displays cultural, gender, religion, and age sensitivity andβ€―adaptability; High level planning, organizational and time management skills; Ability to quickly adapt to change, and to remain calm under pressure; and Excellent analytical, communication and report writing skills.
