  • Tenders are invited for Evaluation of Project Activities in Palestinian Camps. Closing Date: Friday, 11. Feb 2022 Intervention Sector(s): Labor & Livelihoods Remuneration range: 4000 to 5000 (USD) Duration of Contract: 20-25 days Background: Deutsche Welthungerhilfe e. V. (WHH) is one of the largest non-governmental organizations in Germany and has been supporting humanitarian and development projects in Lebanon since 2016, in partnership with local NGOs. After the explosion in Beirut, WHH received funds for supporting vulnerable people in the Palestinian camps in Beirut. The activities are implemented in partnership with JAFRA Foundation for Relief and Youth Development. The interventions aim to increase the resilience of vulnerable households through targeted cash injections, skill development and improved income generation. Purpose and scope of the evaluation: Final TOR are still under development. The perspective of the evaluation is on two aspects: the likelihood of reaching the project outcome on one hand and the management, structure, capacities, and communication of the consortium on the other hand. The evaluator shall assess results achieved to date in comparison with the performance indicators outlined in the project Monitoring, Evaluation and Learning framework. The evaluator shall draw lessons and make recommendations for enhancing implementation and performance. The evaluator assesses the efficiency and effectiveness of the cooperation structure between the consortium partners, as well as the continued relevance of the activities, the quality of the services, the progress made towards achieving planned outcomes and the sustainability of the interventions. Furthermore, the evaluator should provide suggestions for future interventions. Modality: The evaluator conducts the evaluation in a participatory way and involves team-members of the implementing organizations into all aspects of the evaluation. By doing so, the evaluation shall serve as capacity building activity and strengthen the understanding of the implementing team members towards the project objectives. The evaluator shall use both qualitative methods (qualitative sampling: KII and FGDs) and quantitative methods (quantitative sampling) using both primary and secondary data sources and triangulate data. This should involve interviews with project beneficiaries, partners and stakeholders, field visits, and review of program documents and project data (All important existing information will be made available to the consultant upon notification of the award). As part of the assignment, the evaluator shall provide a detailed plan of the evaluation (methodology and activities) in an inception report and agree with WHH before the evaluation process begins. The evaluator will have to visit project sites in Shatila, Bourj El Barajneh, and Khaldeh together with project-team members. The evaluator shall design all tools in English and get them approved by WHH and the implementing partner. The main language of reports shall be English. Key deliverables: All deliverables shall be submitted to WHH as soft copy (unless otherwise noted below). Inception report within 1-3 days of engagement Data collection tools Raw data: quantitative raw data and qualitative transcripts Validation meeting: 2-hour meeting, online, discussing the main findings of the draft report Draft evaluation report Final evaluation report Final dissemination and discussions workshop: A workshop/meeting to present and discuss the final report, documented lessons, and best practices from the report. Evaluation Management Response Matrix: A standard Evaluation Management Response Matrix template will be provided by WHH. Roles and responsibilities: WHH will assign main focal points for the evaluator. WHH will manage the contract and will provide funding directly to the evaluator(s) in accordance with the terms specified in the contract. The evaluator shall make the necessary arrangements and coordinate with the involved organizations before fieldwork to ensure no issues arise during field data collection. Relevant contacts will be shared with the consultant. The implementing partner will provide logistical and coordination support (venues, authorization papers, logistics in the camps…). Timeframe: The duration of the assignment is estimated at 20-25 working days and fixed after agreeing on workplan and methodology. The evaluation shall begin in the Month of March 2022, however preliminary works may begin earlier such as development of the tools and review of the final study design. Expertise of the evaluators: To be considered for the services described herein the consultants must meet the following criteria: Education: Advanced university degree in relevant discipline and expertise in business development and livelihood. Technical capacity: Livelihood activities in refugee camps or comparable setting, business development of enterprise support institutions, technical and vocational education and training, urban agriculture, organizational capacity assessment. Strong experience and training in relevant evaluation methods (participatory methods, qualitative methods, and surveys). Minimum of 3 years of experience evaluating development and/or humanitarian programmes implemented by international aid organizations; experience of evaluating German-funded programmes is an advantage. Proven experience in organizational learning and development of NGOs. How to apply Applicants have to provide: A technical offer: The technical part of the offer should include reference to the perceived feasibility of the ToR. (If required, including suggestions for specific evaluation questions.). It should also include a brief description of the overall design and methodology of the evaluation, brief description of the tools to be used, and a workplan/adaptations to the workplan at hand (maximum 2 pages). Tools presented will be part of the selection criteria. A financial offer: The financial part includes a proposed budget for the complete evaluation. It should state the fees per working day (daily rate plus the respective VAT, if applicable), the number of working days proposed and other costs. Proof of professional registration and taxation is also required (e.g. by providing the evaluator(s) tax number). CV with references. The evaluator(s) should submit a detailed technical and financial proposal in English with the subject (MIDTERM EVALUATION - LBN-1002 Jafra) to the following email addresses: procurement.lebanon@welthungerhilfe.de, by no later than 11 February 2022.
