Description:
Expression of Interest are invited for Forensic Audit Technical Assistance. The World Bank is implementing the Lebanon-Implementing 3RF Governance Pillar Project which aims to begin the implementation of priority activities identified in the Governance Pillar of the Lebanon Reform, Recovery and Reconstruction Framework jointly developed by the World Bank with the United Nations (UN) and European Union (EU) in response to the August 2020 Beirut Port Blast. One of the components included under this Project is Establish Accountability to Build Trust. The objective of this component is to strengthen Lebanons existing and new oversight institutions to increase public transparency, provide objective and reliable information on how public services perform and hold officials to account for their actions. This component includes activities focused on the Court of Accounts (CoA), Central Inspection and the new Anti-Corruption Commission. The focus of this solicitation for assistance is to improve the capacity of the Court of Accounts (CoA) to conduct forensic audits. The World Bank is looking for a consultancy firm that will be responsible to support in the implementation of the activity to strengthen the capacity of the CoA in forensic audit as part of the component Establish Accountability to Build Trust. This activity will include development of manuals and guides, train the trainer, training delivery, pilot of newly developed audit methodologies, and provide the necessary tools to carry out the forensic audit function.
