Expression of Interest are invited for Lebanon: Global Education Policy Dashboard. Publication Date: 15-Aug-2022 Expression of Interest Deadline: 29-Aug-2022 The overall objective is to measure the quality of the service delivery, policies, and bureaucratic capacity in Lebanon with the intention of (i) uncovering bottlenecks that inhibit student learning; (ii) providing guidance on how to improve the measurement of the performance of the overall education system; and, (iii) using collected data to analyze the factors that predict variance in student learning outcomes. The purpose of this consultancy is to collect one round of data using two instruments a School Survey and a Survey of Public Officials and use this information to produce clean datasets. 1. Data collection includes an assessment of 324 schools where the School Survey tool will be implemented. In all of these schools, video recordings will capture classroom and teaching activities and will thereafter have to be coded and included in the data set (see below for details). The sample will be chosen by the World Bank in coordination with the Ministry of Education (MOE). 2. Data collection includes 200 interviews with public officials as part of the Survey of Public Officials. As a group of enumerators visit the schools, another group will also visit the education district, regional, and central offices to collect data from public officials. There will be 200 randomly selected public officials that will be part of this data collection effort. The sample will be chosen by the World Bank in coordination with the MOE.
