- The purpose of this consultancy is to measure the quality of learning,service delivery, policies, and bureaucratic capacity in Lebanon, through one round of data collection usingtwo instruments: a School Survey (GEPD modules and AMPL-a&b assessments)and a Survey of Public Officials. The School Survey will be implemented in anationally-representative sample of 330 schools, and 200 public officials willbe interviewed under the Survey of Public Officials. The responsibilities ofthe survey firm include recruiting, training, and managing field and codingstaff. These enumerators will pilot the instruments, carry out the fieldworkand support data cleaning and archiving. The firm will also carry out twoworkshops with staff from the Ministry of Education and Higher Education (MEHE)and the Center for Educational Research and Development (CERD) in order tosocialize the GEPD and validate the resulting data and findings.
