  • Tenders are invited for Impact and Sustainability Analysis of the MSMEs Support Projects in North Lebanon. CARE is a leading relief and development non-governmental organization fighting global poverty. Established in 1946, it is now a confederation composed of 14 members and 4 affiliates. In 2016, CARE worked in 84 countries around the world, supporting development and humanitarian aid projects to reach more than 83 million people. While CARE is a large international organization with more than 11,000 employees worldwide, we have a strong local presence: 95% of our staff are nationals of the countries where our programs are run. CARE International in Lebanon (CIL) is implementing a regional response to the triple crisis and Beirut emergency to meet the immediate and most urgent needs of the women, men, boys and girls. CIL is supporting local communities with their longer-term needs and basic rights through WASH, Shelter, basic assistance, protection, and longer-term economic development solutions and activities in collaboration with local partner organizations in the North, South, Beirut, and Mount Lebanon Governorates. Objectives The study will map the interventions done by International and local NGOs to analyze the impact and sustainability of the services provided to MSMEs. The study will target MSME that have already been direct beneficiaries of previous or on-going interventions, in addition to international and local NGOs that have worked in MSMEs support projects. The findings will reflect the actual needs of the MSMEs and will be a base for CARE and the Livelihoods sector to produce more accurate and need driven projects. The successful service provider will be able to follow the below assessment outline: 1- Map and identify MSMEs support projects implemented by international and local NGOs and development centers in North Lebanon and identify the type of assistance provided (trainings, cash assistance, In-kind assistance, market linkages, …) 2- Identify the impact of the interventions on the MSMEs, highlighting successful components projects in addition to lessons learned. 3- Identify the gaps in the services provided to the MSMEs in North Lebanon 4- Identify the challenges faced by International and local NGOs in the projects that aim at supporting MSMEs and Cooperatives 5- The consortium should be able to base on the findings and recommendation of this study, to provide more detailed / specific / needed services to the MSMEs sector in North Lebanon Deliverables & Timeline: 1- Service provider/researcher is expected to draft an inception letter detailing the approach and methodology used 2- Service provider/researcher is expected to collect insights from consortium partners and targeted businesses to draft a framework that fits the main objectives. 3- Service provider/researcher is expected to create a comprehensible hand-on and practical information in addition to recommendations / opportunities. 4- Service provider/researcher is expected to conduct a presentation of recommendations and results to CARE, and consortium partners in NAWAT project The payment will be issued on deliverables after receiving the good received note from the Line Manager regardless the number of days worked. Noting that the consultant is required to respond to any request for modification or additional information for a period of 2 months after the finalization of the deliverables (sending the first draft). Consultant Profile Education: BS or MS in Business, Marketing, Statistics, or any related field Experience: minimum of 5 years Proven Market Research Analysis experience Adequate knowledge of data collection methods (polls, focus groups, surveys etc.) Understanding of the Lebanese north markets- trends and needs. Deliverables set to carry on the service for approximately 2 months. Submit this TOR signed and stamped within the application. Separate Financial offer sealed and stamped to be received for the service requested based on the Bidders are required to submit sealed full documentation in hard to the following address (Badaro, Sami El Soleh Ave, Serhal Building, 3rd Floor, Beirut - Lebanon).
