  • Tenders are invited for Improving GBV prevention and Response against Women and Girls for Shelters in Lebanon. Violence against women and girls (VAWG) is a serious and widespread problem in Lebanon that comes with heavy social and economic costs on the Lebanese society. With the ongoing COVID 19 pandemic the phenomenon became more recurrent, particularly when it comes to domestic violence. With funding from the German government, the GIZ-PVAWG project aims to improve the coordination and cooperation between the various state and non-state actors in the prevention of VAWG, in particular with regard to the following objectives: Improving data collection and analysis, standardizing quality control for support services for survivors of VAWG, and implementing a functional referral system. Social Development Centers (SDCs), that function under the Ministry of Social Affairs' mandate, will be supported in their role as they can be the first point of contact for women affected by violence. This echoes with a strategic measure explicitly provided for in the National Commission for Lebanese Women National Action Plan for UNSCR 1325. The main objective will be to support SDCs in particularly disadvantaged groups. In addition, selected CBOs and shelters will be strengthened to carry out activities as well as to offer prevention and support services for VAWG survivors. Objective of this Call for expression of interest: The ideas proposed by the shelters shall address gender-based violence against women and girls through the provision of services and activities and/or works related to the shelter needs. GIZ P-VAWG will fund projects that enhance GBV response among women, girls and boys based on facts related to the shelter, to guarantee rehabilitation and response for women and girls' survivors of GBV, and or to improve the capacity of the shelters logistically and or technically Who can submit an expression of interest: Organizations with a registered shelter and working in Lebanon (CSOs/CBOs/NGOs), faith based shelter, self-governing shelters whose missions include supporting women and girls' survivors of GBV. *Applications that include collaboration with SDCs and other common actors and CBOs are highly encouraging. Language of the expression of interest: All expression of interest must be submitted in English or Arabic. Anticipated time frame and project duration: Projects are to be implemented within a period of 2 to 5 months, with a project conclusion no later than June 30, 2022. Questions and inquiries about the project ideas will be opened on September 20, 2021 at 10:00 am. The last date for receiving questions is October 4, 2021 at 2:00 pm. All questions will be answered by October 8, 2021 at 5:00 pm. The last date for receiving applications is October 17, 2021 at 12:00 am (midnight) The maximum amount of funding is USD 15,000 $ per project Applications and questions should be sent to p-vawg@giz.de Expression of interest guidelines: Project ideas shall be submitted by registered NGOs/shelters Project ideas that include collaboration with Social Development Centers are encouraging Project ideas can include: activities for survivors and or their children, activities for the organization staff, logistic/materials needs of the organization and capacity development measures The project ideas should also include the needed arrangements by the applicant organization to contribute to the NCLW “gender Barometer” which serves the purpose of enhancing the safe and ethical reporting of GBV on a national level. Shortlisted applications will receive further information regarding this matter Additional guidelines: GIZ P-VAWG will conduct a 3 days mandatory training for the shortlisted ideas and will provide guidance on submitting an advanced proposal with all related sections (Project objectives, activities, indicators, goals M&E plan, indicators with means of verifications, risks and mitigation, detailed budget). The training will also cover the GIZ financial management requirements. GIZ P-VAWG has the right to reduce the proposed budget in case it included unreasonable, unjustified or unrecognized costs. Applications submitted after the deadline will not be evaluated nor taken into consideration. Invitation to show interest for shelters in Lebanon to improve prevention and response to gender-based violence and violence against women and girls The project "Combating Violence against Women and Girls in Lebanon", in cooperation with the National Commission for Lebanese Women, opens a call for expressions of interest targeting the shelters and the local community that they run . An overview of the GIZ P-VAWG project : Is violence against women and girls are serious and wide - spread problem in Lebanon, the Lebanese society carries social and economic costs prohibitive . As the COVID-19 pandemic continues , the phenomenon is becoming more and more frequent, especially when it comes to domestic violence . Funded by the German government, the project aims GIZ-PVAWG to develop coordination and cooperation between the various government actors and non - governmental organizations in the field of violence against the n women and girls, especially with regard to the following objectives: improving data collection and analysis, standardization of quality control standards for support services for the n women and girls survivors of violence, in addition to implementing an effective referral system . The project will also support the social affairs centers that operate under the supervision of the Ministry of Social Affairs, as they are often the first point of contact for women affected by violence . This resonates with a strategic measure stipulated in the National Action Plan submitted by the National Committee for Lebanese Women's Affairs to the Security Council 1325, whose main objective will be to support social affairs centers and marginalized communities in particular . In addition to the above , the capacity of selected community organizations and shelters will be strengthened to implement activities as well as provide prevention and support services to women and girls who are survivors of violence. The purpose of the call for expressions of interest : The ideas that will be proposed should directly address the issue of gender-based violence that directly affects women and girls through the provision of services, activities and/or actions related to the needs of the shelter. The GIZ P-VAWG will fund projects that enhance the response to gender-based violence among women, girls and boys based on the facts about the shelter, ensuring rehabilitation and response for survivors of gender-based violence, or to improve the logistical and technical capacity of the shelters. Who can apply for an expression of interest invitation? • Organizations that have a registered shelter and operate in Lebanon (civil society organizations / local community organizations / NGOs), religious shelters, self-governing shelters whose tasks include supporting survivors of gender-based violence. We encourage proposals that include cooperation with social affairs centres , actors or community organizations. Language approved for submission : The English or Arabic language must be adopted when writing the proposal . Expected time frame and duration of the project : The projects are scheduled to be implemented within a period of two to five months, with the project to be completed no later than June 30, 2022 . · The opportunity to ask questions and inquiries will be given on September 20, 2021 at 10:00 am . · The deadline for receiving questions is October 4, 2021 at 2:00 pm . · All questions will be answered by October 8, 2021 at 5:00 PM . · The deadline for receiving applications is October 21, 2021 at 12:00 (midnight) The maximum funding is $15,000 per project. The activities should contribute to the data of the National Gender Barometer, which serves to promote safe and ethical reporting of gender-based violence in Lebanon. We strongly encourage activities that cover marginalized areas or are not covered by other associations in the field of combating gender-based violence .
