• Tenders are invited for Intellectual Services of a Legal Nature Relating to the Water and Sanitation Sector in Lebanon - CLB1105 - Technical Assistance and Support for the Reform of the Water and Sanitation Sector. The support program for reforms in the water and sanitation sector in Lebanon is financed by the European Union in delegation to AFD, which is responsible for its implementation. It aims to strengthen Lebanese actors in their respective functions of service operators (through the four Regional Water Establishments) and supervisory (through the Ministry of Energy and Water - MEE) as well as support institutional and sectoral dialogue. In the execution of this program, a multitude of studies and intellectual services is planned in order to carry out the various activities necessary in the implementation of the reform. This consultation covers a set of services related to the law of the water and sanitation sector. AFD invites you to submit an offer for the following services: - Carry out an analytical review of the Water Code and the needs proposed in terms of decrees in the updated National Sector Strategy and the reference documents; - Point out the priorities to move forward in the implementation of the reform; - Write the implementing decrees for the Water Code; - Carry out an organizational audit of the Ministry of Energy and Water around the supervisory functions; - Draft the necessary legal decrees / regulations and lead a reflection on the necessary legislative revisions identified allowing the implementation of the reform; - Support in the production of standardized balance sheets for the Water Establishments and the annual report of the Ministry of Energy and Water; - Support the structuring of management models for new infrastructures on the basis of legal reflection; Support the structuring of water establishments and the establishment of delegated management methods; - Carry out a detailed legal diagnosis on the organization and functioning of water establishments; - Support the structuring of a performance monitoring framework between the Water Establishments and the Ministry; - Support the development of an analysis grid for projects identified on the basis of legal criteria; - Participate in the meetings and in the animation of the follow-up committee for the preparation of decrees; - Carry out evaluations on the effective implementation of the modified legal framework and the decrees prepared and propose the adjustments or revisions necessary for the proper implementation of these texts; - Conduct consultation meetings with the various stakeholders if necessary; - Follow the progress of the various activities listed above.
