Description:
Tenders are invited for Options for Alternative Electricity Distribution Models in Lebanon Lebanon-s electricity sector suffers from significant technical and commercial losses; which undermines its financial viability. The sector is dominated by EDL; a vertically integrated state-owned utility with exclusivity over generation (except for the long-standing hydropower concessions); transmission; and distribution; with some of the distribution and retail functions outsourced to distribution service providers (DSPs). While vertically integrated public utilities exist in other countries and some even function well; the regulatory and oversight mechanisms applied to ensure quality service at least cost are typically strong; which is not the case in Lebanon. As such; introducing more substantial private sector participation (PSP) has become a possibly effective approach to fundamentally addressing the sector weaknesses. This activity aims to provide analytics on technical; economic; financial; institutional and regulatory aspects to inform Government of Lebanon's decision-making to evolve towards a more efficient model to manage distribution and retail activities through public private partnerships (PPPs). This activity will build upon earlier analysis done by the World Bank technical team on potential approach to distribution; including on current DSP and prospective concession models. The WBG reserves the right to publicly disclose contract award information, including but not limited to, name of company receiving the award, brief description of services, and contract award amount, for any contract award valued over US$250,000. Offeror's proposal and contractual documents will remain confidential and therefore not subject to disclosure.
