  • Tenders are invited for Provision of Trainings for 400 Farmers and Agricultural Workers in Akkar and Beqaa Governorates on Occupational Safety and Health (Osh) in Farms. Closing Date: Thursday, 10. Aug 2023 Intervention Sector(s): Agriculture, Environment 1. Overview The ILO - along with other partners - has identified agriculture as one of the sectors with potential for growth, retention of jobs, and possibly creation of new ones; bearing in mind that agriculture is a sector where refugees are legally allowed to work. However, the agriculture sector faces significant challenges in terms of decent work, as there is a lack of appropriate laws and regulations to protect the rights of agricultural workers and ensure safe and fair working conditions. A rapid assessment on Occupational Safety and Health (OSH) in agriculture in Lebanon commissioned by the ILO in May 2022 revealed that the OSH situation in agricultural farms, whether open fields, greenhouses, or orchards, does not meet the code of practice for safety and health in agriculture published by the ILO in 20101. Both male and female workers are exposed to many OSH hazards with minimal protective measures. Legislative and financial barriers, absence of a comprehensive OSH policy, limited OSH capacities amongst the concerned government institutions, and weak coordination amongst organizations that work in the sector and provide services to farmers are amongst the key reasons behind poor OSH outcomes in the agriculture sector in Lebanon. In response to these deficits, one of the ILO streams of work aims to address the limited OSH capacities through developing a comprehensive capacity building programme on OSH in agriculture that includes a training of trainers (TOT) for relevant institutions and experts and a training of different target populations involved in farming activities and agricultural production. Under promoting safe and secure working conditions, the ILO will pilot interventions and will use its well-established tools and methodologies in the agriculture sector in order to improve working conditions and occupational safety and health for all workers at the farm level. Towards this end, the ILO in close consultation with the Ministry of Labour, social partners, academic institutions, and key stakeholders in the sector developed an “OSH Guide in Agriculture,” which constitutes a guide for trainers and a training material to train farmers and workers. The Guide-s aim is to enhance efficiency of occupational safety and health in agriculture in Lebanon and to encourage and facilitate the establishment of safe, healthy and productive workplaces for workers. It is designed for use by facilitators and trainers in the delivery of training to farmers and workers on good OSH practices in the agriculture sector based on international standards, and relevant national legislations. Following the development of the draft guide, the ILO conducted a workshop in May 2023 to validate the training guide with a group of experts; and to train trainers (TOT) on the content of the guide; hence creating a pool of national trainers who can then trainer the end beneficiaries. As a follow up to the TOT, the ILO is looking to roll-out a training programme for farmers, agricultural workers, in Akkar and Bekaa to raise awareness about OSH in agriculture. These trainings will focus on equipping participants with the necessary knowledge and skills to identify and mitigate OSH hazards, promote safe working practices, and utilize the "OSH Guide in Agriculture". By empowering farmers and workers with the relevant tools and information they need, the ILO aims to cultivate a culture of safety, foster healthier workplaces, and drive significant improvements in OSH standards throughout the agriculture sector in Lebanon at the farm level but also in areas beyond farm level, such as while transporting workers and goods to and from the farms. 2. Scope of Work The International Labour Organization is currently seeking an implementing partner to collaborate on the implementation of occupational safety and health (OSH) trainings for 400 farmers and agricultural workers in Akkar and Bekaa. ILO is looking for a partner who is experienced in working with this specific target group and has a proven track record in delivering effective trainings tailored to their needs. The implementing partner will be achieving the following objective: The objective of this intervention is to provide training sessions to farmers and agricultural workers, aiming to promote safe and secure working environments for all workers on farms. This will be achieved by enhancing awareness and developing the skills of farmers and workers in relation to occupational safety and health in the agricultural sector. 3. Eligibility A prerequisite for selection: a registered institution with a non-profit nature Proven experience in designing, implementing, and delivering training programmes focused on agriculture. Experience in implementing OSH related programs and in raising awareness about decent working conditions in the agricultural sector would be an asset. Proven experience in working with the targeted population, more specifically with Lebanese farmers and Syrian agricultural workers, with preferred experience in the regions of Akkar and Bekaa. Local presence and deep understanding of the local agricultural context including cultural social and economic factors. Proven experience in conducting outreach of farmers and agricultural workers, preferably in Akkar and Bekaa. A proven record of strong relations and network with stakeholders in the agricultural sector, municipalities, ministry of agriculture and other local actors. A pool of trainers with strong technical knowledge in agriculture and OSH. Having trainer(s) in the team who has/have participated in the ILO OSH guide TOT in May 2023 is a strong advantage. Monitoring and evaluation skills: the partner should have the ability to design and implement monitoring and evaluation mechanisms to assess the impact of the trainings and measure the outcomes achieved by the participants Track record of previous work and collaboration with UN and international organizations. Significant experience in grant management and close monitoring of existing and newly established enterprises Senior team leader with minimum 10 years of professional experience including experience in project management, agricultural development, decent work in agriculture and with strong communication skills How to apply The ILO invites qualified bidders that meet the above-mentioned eligibility criteria to submit the following: Technical proposal Financial proposal Proof of valid legal registration or status of the lead organization Clarifications questions, if any, related to this TOR, must be submitted via email by 4 August 2023 to: Ms. Salam Jabakhanji, National Project Officer - Jabakhanji@ilo.org Ms. Lara Al Hajj - Administrative and Finance officer - alhajj@ilo.org ILO response to clarification question shall be posted on ILO-s website by 7 August 2023.
