• Tenders are invited for Short-term Consultant: Evaluation of vulnerability scoring system. In response to the Beirut explosion port explosion on August 4, 2020, Caritas Lebanon implemented two projects to support households affected by the disaster. In the context of the “3BC-project”, assistance included the provision of cash for shelter repairs and emergency cash assistance. Within the scope of a holistic education and child protection intervention called “CHILD”, Caritas Lebanon furthermore provides cash assistance as well as psychosocial support and specialized services to children and their families affected by the Beirut port explosion. The targeting applied differed from one community to the other with common pre-requisites that of being socioeconomically vulnerable, living in the vulnerable areas affected by the explosion and covered under the project and having minor damages without any structural risks. In the absence of a harmonised national approach for assessing the vulnerability of host community members, Caritas Lebanon supported by Caritas Switzerland developed a basic vulnerability scoring system. Identifying eligible Syrian refugees relied on UNHCR-s desk formula score as well as the protection sector case management SOPs. The objective of this assignment is to: to critically assess the scoring system and related SOPs piloted under the 3BC project and CHILD as case studies (strengths and weaknesses, general lessons) to propose improvements to the evaluated scoring systems and related SOPs for targeting, identification and selection of individuals based on pre-determined criteria and thresholds Deliverables and Timeframe The assignment shall be conducted during the month of August 2021 and should be completed within a maximum of 16-18 working days. One field mission to Lebanon is foreseen. The deliverables (in English) include a methodology report, the presentation of initial findings, as well as a final report. Qualifications Relevant professional and academic background and proven experience in MEAL and vulnerability assessments Significant familiarity with emergency programmes and solid understanding of standards of humanitarian assistance Profound experience in cash and market-based intervention and humanitarian programming Experience in organizational development and capacity building with local humanitarian aid actors is a plus Experience in the Middle East region, familiarity with the context of the Syria crisis is a plus Experience working with quantitative and qualitative data collection and very strong analytical and research skills.
