  • Tenders are invited for Simplified Economic Assessment Study - Employment Intensive Infrastructure Project (EIIP). 1. Introduction The Employment Intensive Infrastructure Project (EIIP), currently at the start of its fourth phase, supports the Government of Lebanon in creating immediate jobs through employment intensive projects in targeted municipalities in the whole country, for both Syrian and Lebanese women and men living in host communities. Key stakeholders in the implementation of the project in addition to ILO and KfW are government Ministries (principally MoL and MoSA but also CDR/MPWT and MoA/Green Plan and Beirut Municipality), local government and municipalities, the local host communities and the workers (Syrian refugees and vulnerable Lebanese households). The Overall Programme Objective is: to strengthen resilience of local host communities by improving livelihoods for host community members and Syrian refugees through job creation and infrastructure development EIIP was designed to create decent short to medium-term work opportunities for displaced Syrians and members of host communities in Lebanon through infrastructure improvement. The programme utilises Local Resource-Based Technology (LRBT) including labour-intensive approaches to rehabilitate and improve priority infrastructure. The programme applies a gender sensitive programming approach with participation of women at all levels of design, implementation and evaluation. Furthermore, infrastructure measures are complemented by capacity building activities for local contractors and public institutions in LRBT and Decent Work principles. The overall Programme design of Phase IV is for 24 months, January 2021 to December 2022 with a total budget of EUR 17 Million, funded by Germany through the German Development Bank KfW. Investment budget for Phase IV includes several components, such as road maintenance agricultural projects, response to Beirut blast, accessibility interventions and municipal projects such as markets, agricultural roads, storm water drains…etc. One of these projects is the revival of the Abul Abed coffee shop strip in old Saida, which we believe would significantly take part in preserving the cultural heritage of Saida and enhance the socioeconomic position of the district. 2. Background Old Saida has a few public spaces, such as the corniche, Sheikh Zayed Park and Bahr el Eid, as well as the many β€œabwab” (piazzas) scattered inside the old city. However, these public spaces are disconnected by roadways, lack of walkable sidewalks, lack of crossings, poor amenities, private-seeming enclosures and exposure to pollution. The corniche is the largest open public space. It has very few connections with the old city, as the two are separated by a wide highway. At the southern part of the corniche, cars drive at a high speed, which is dangerous to pedestrians. Lack of commercial activity on the corniche, lack of waste collection bins/containers, bad stench from the nearby fish cleaning activities, marine litter, accumulation of metal scraps as well as the heavy noise pollution from the traffic have created an unpleasant and undesirable environment for the area. The northern gate, however is currently the most active gate to the old city. There is great potential in a partnership with coffee shop owners to optimize the connectivity between the old city and corniche. As such and in line with the district-s continuously changing socio-economic, cultural, architectural, and urban characteristics, a group of Graduate students from Columbia University-s Architecture, Urban Planning, and Historic Preservation programs studied the historic waterfront of Saida. By the end of it a list of recommendations were proposed including a shading canopy design for an emblematic stretch of the city sidewalk cafes by the sea also known as the Abul Abed coffee shop strip. The students- design was further developed by SNONO architects and approved by the Ministry of Public Works and Saida-s Municipality and therefore by the EIIP project at ILO, who is the implementing partner through a fund from KFW. The Project thus involves removal of the existing citadel parking that is on the corniche, and development of new linkages from the corniche to the old city. Safe pedestrian crossings would therefore spark new connections to the city and stimulate the local economy adding on street crossings that align with city entrances and the utilization of the slim road that exists between the island seating area and the service area. The design also frames the desired seafront views by creating a raised platform. This move would also allow for the construction of the canopy to be more feasible. It is believed that these platforms respond to the needs of the cafe owners and their valet services, while providing soft boundaries between the various establishments. The small service road has been redesigned to be less intrusive and pedestrian friendly. 3. Objective The objective of this assignment is to carry out a Simplified ex-ante Economic Assessments (SEA) for the above Project, the revival of the Saida Market. The study should provide a qualitative and quantitative assessment of the macro, mΓ©so and micro level economic impacts expected from the project. Moreover, it should include a SWOT analysis, a financial plan and considerations on the sustainability of the investment. The aim of the study therefore is to provide recommendations that can be used to strengthen the final design/implementation of the project. 4. Scope of the assignment In coordination with the designated team at EIIP, the consultant shall refine the methodology of the study, keeping in mind that the consideration should be given to the sectors that will be targeted/affected by the works; such as tourism, commercial…etc. and the list of stakeholders, including residents, coffee shop owners, visitors, local government…and so on. The study should include the following levels of assessment: Micro impact: This includes an assessment of the cost of the investment upon its completion. This should among others consider if the income generated through the investment will justify the operation and maintenance cost as well as the cost of depreciation of the asset value. The consultancy company should also assess the capacity of local authorities in charge of the asset to maintain it efficiently and recommend optimal management modalities based on best practices. Moreover, it includes an assessment of direct short and mid-term jobs created by the investment (in relation to construction and operation of the project). Meso impact: this among others includes a qualitative and quantitative assessment of the indirect economic benefits in the community such as increased tourism, indirect jobs created, attraction of other public and/or private investment in the targeted area, spurring other economic activities and more. The assessment should include clear identification of the market failure or economic opportunity being targeted through the investment. It should also include an assessment of market potential. The analysis should also look at how impacts may differ across different groups within a community, particularly by gender as well as people with disabilities and make recommendations for ensuring benefits are maximized for marginalized groups. Macro impact: this includes potential similar indirect economic benefits of the investment at the regional/district level. At each level, impact should be identified relative to a control scenario where the project is not implemented. Impact indicators such as number of man days required to make up a job are set out together with the EIIP-ILO and should be used as benchmark during the analysis. This will also enable impacts to be assessed following the project completion, to see whether impacts aligned with ex-ante expectations. The analysis should also identify appropriate economic indicators that should be tracked during implementation and after to measure actual impact. 5. Specific tasks and responsibilities of the consultant Develop a revised and detailed work plan (including a GANTT chart with clear description of tasks, durations, milestones, and resources) to be approved by EIIP team. Establish the methodology of the study that should include among others a desk review of existing assessments, masterplans, and relevant reports as well as focus groups and interviews with stakeholders to be approved by EIIP team. Develop the stakeholder map of the project. Collate and analyse data Submit draft report and initial finding to get feedback from EIIP team. The report should provide information as such: o Income generated by the infrastructure. o Annual cost to maintain and operate the infrastructure. o Management modality. o The impact of this infrastructure and its contribution to the economic sectors that it will serve. o Economic internal rate of return on the investment. o Jobs created/maintained due to the intervention. o Additional investment generated through the infrastructure. o Estimated number of worker days created. o Others (including e.g. impacts on different groups within the community). Issue final report 6. Responsibilities of the ILO EIIP team Provide all relevant information to the consultant in a timely manner. Timely review and duly approval of all documents to be shared by the consultant during the course of the assignment. Provide regular technical support and feedback. Provide support for engaging all participants. Provisional approval of submitted reports shall take place at each of the defined milestones shown in the delivery schedule (to be agreed with the Consultant at the start of the project).
