• Expression of Interest are invited for Situation Analysis Consultant. 2 OBJECTIVE OF THE SITUATION ANALYSIS This situation analysis will collect and analyze secondary and primary information from Lebanon, to: - Produce a situation analysis report to understand the sector of waste management and its ecosystem (green economy). The situation analysis report would look at the potential linkages that can be made between Humanitarian and the Development approach to be made specifically in relation to protection, focusing on provision of alternatives for the street connected youth within those sectors. - The situation analysis aims at mapping of the different actors (who) involved in the waste management supply chain and identify the alternatives being developed (how). - The situation analysis aims at mapping of youths- competencies, skills and capacities that can be linked with the green economy employment opportunities and identify the obstacles and opportunities from the youth-s side (skills- supply VS skill-s demand). - Support in further sharpening and reviewing the project concept idea based on findings. 3 METHODOLOGY This situation analysis will be based on a desk review of secondary data from reference documents and on the collection and analysis of primary data from interviews with key informants and focus groups discussions previously identified and agreed upon with the support from Helvetas Lebanon and/or TDH focal points. The selected consultant will propose a detailed methodology that will aim at addressing the following information needs: a. Context analysis: The context analysis would extract data collected at Tdh and cross analyse them with findings collected on sector supply chain analysis and its context b. Stakeholder analysis: Who are the supply chain actors? How does it work from a human centered approach? Who are the actors in the waste management, eco system? Who are the strategic partners (including donors), National Organisations, Private businesses, and Social Entrepreneurs? What are the youths- competencies but also opportunities and obstacles to access the waste management eco-system? c. Problem and Risks analysis: What are the challenges, limitation at different stakeholders- level and how it is reflected in the situation analyses at the level of programme? 5 ROLES AND RESPONSIBILITIES Individual Consultant or Consultancy Agency - The consultant will be the lead responsible for the situation analysis. - The consultant/consultancy agency will be required to provide credentials (name and designation) of the study team. - Conduct in-depth desk review. - Develop, submit, and review the work plans, outlining the proposed methodology, study tools, process of data collection and analysis as well as final set of data-collection tools. - Develop data collection tools. - Interviews with key informants. - In person Focus Groups Discussions with Youth with the support of the partner organizations. - Data entry, data analysis and development of draft report, ensuring protection of data. - Provide final Report in English and Power Point Presentation of the main findings Tdh and Helvetas - Will provide access to key reference documents. - Coordination with key informants to schedule and facilitate interviews. - Coordination with youth to schedule and facilitate the Focus Groups Discussion. - Provision of technical input, support review and feedback. - Timely review and feedback on the inception reports, methodology and data collection tools. - Validation on draft reports Closing Date: Wednesday, 20.
