  • Tenders are invited for Study on Professional Training Opportunities for Populations in Situations of Social Exclusion - Amel Association & Samusocial International. Lebanon has been facing a political and socio-economic crisis for several decades, resulting in a high number of unemployed workers and people unable to meet their basic needs. Since the end of 2019, there has been a sharp worsening of this crisis, with in particular the resignation of the government in October 2019, to which is added the health crisis of COVID-19 as well as the explosions of August 4, 2020. In addition, Over the past decade, the massive influx of people fleeing the Syrian conflict has highlighted the country's structural and systemic problems and exacerbated them by increasing pressure on failing infrastructure. The non-recognition of the economic and social rights of refugees, It is to meet their needs that Amel Association International (Amel) and Samusocial International (SSI) launched in 2017 a pilot Samusocial-type support system for the most vulnerable people in the southern areas of Beirut. As part of a partnership and a financing contract with the Monegasque International Cooperation Department, Amel and the ISS are setting up a project to ensure care and medico-psychosocial follow-up for children and young people. in situations of exclusion and their families in the South of Beirut, but also to strengthen the knowledge and technical capacities of the actors concerned to respond to situations of social exclusion in the southern districts of Beirut. The care of these people in situations of exclusion is based on a mobile device making it possible to ensure a response that is both global and individualized to situations of exclusion, as close as possible to the communities, However, and for certain subjects (disability situations, adapted education, etc.), few guidance and support solutions exist, thus limiting the support capacities of the mobile assistance system. This is why the Amel International association and Samusocial International are looking for a service provider to carry out a study on the professional training opportunities adapted to the beneficiaries of the mobile device, people in a situation of social exclusion in the southern districts of Beirut. This study should address: Opportunities for developing partnerships with suitable and competent professional training structures and organizations to take care of people in a situation of social exclusion, paying particular attention to the constraints suffered by refugee communities in terms of access to use. The possibilities of implementing pilot interventions and partnerships in the future. Description of the service Mission objectives Carry out a study on professional training opportunities for beneficiaries of the mobile device, paying particular attention to the constraints suffered by refugee communities in terms of access to employment. Description of activities As part of the assignment, the service provider will have to carry out the following activities: Organize the service framing meeting with the steering committee (representative of the International Cooperation Department of Monaco, Amel and ISS) in order to guarantee understanding and compliance with the terms of reference and the expectations of the sponsors. This meeting will result in the production of a concept note. Carry out a condensed documentary review of the national policies, laws and directives available on existing vocational training, paying particular attention to the constraints suffered by refugee communities in terms of access to employment. Establish a map / directory of actors , in order to identify in particular the key actors whose training services are adapted to the care of people in situations of social exclusion. Identify, for each actor, the necessary procedures and the terms and conditions of access to its services. Identify the support needs of professionals in the mobile support system to carry out the procedures necessary for beneficiaries to access vocational training opportunities and propose solutions to implement this support . Lead focus-group sessions with beneficiaries of the mobile device over 15 years old in order to identify their needs in terms of professional training and identify avenues for improving and adapting their care and making recommendations in this regard. sense. Present a provisional version of the study to the steering committee. Write the final study report , a summary of this report and present them during a report to the International Cooperation Directorate of Monaco, Amel and ISS and their associative partners and public authorities. Expected deliverables As part of this mission, the expected deliverables (in digital version) are as follows: A study report presenting: The condensed documentary review of national policies, laws and directives Mapping and directory of actors Presentation of the results of the focus groups The avenues for the development of activities and the possible support needs of professionals A summary sheet with the main results and recommendations The deliverables in digital version must be sent by email to the sponsors: ………. They will be the exclusive property of Samusocial International and Amel Association International, as well as all materials and all information collected during the service will be considered confidential and can only be used for the purpose for which they were given. . The deliverables will be written in English. The deliverables can only be considered final after validation by the steering committee. They will then be provided in PDF format for possible future reprinting, as well as in all the formats necessary for possible future modification. Required profile Education, experience and skills required The study will be conducted by a provider or a team of providers residing in Lebanon and having the following profile: Excellent knowledge of national and international standards, the legislative environment and the institutional landscape relating to vocational training. Excellent knowledge of the actors and the network of Lebanese and Beirut actors who provide access to professional training. Professional experience within these structures is a plus. Professional experience with people who are victims of social exclusion is a plus. Skills in group facilitation (focus group in particular) Languages ​​spoken: Arabic and English. French is a plus. The offers received will be evaluated by the selection committee, bringing together a representative of the Monaco International Cooperation Directorate, a representative of Amel and a representative of the ISS, on the basis of the criteria presented above and a grid of 'evaluation of pre-established offers. It is the service provider's responsibility to subscribe to his professional, fiscal and social obligations for which he is solely responsible towards the organizations concerned. In particular, the service provider is expected to be able to provide an extract from their registration in the Trade Directory as well as an insurance certificate for civil and professional liability. Estimated budget: 5,000 €, including all the charges obligatorily affecting the service as well as all the expenses resulting from the performance of the services and all the costs relating in particular to travel.
